Local Familiarisation and airport driving licences

Procedures for Airside Driving Permits (ADP) by companies for people who habitually drive inside the airport grounds' restricted areas.

Local familiarisation

A record must be delivered that proves having carried out local familiarisation in the following cases:

  • New applications for airport accreditations and airport driving licences.
  • Renewals of airport accreditations and airport driving licenses after more than 3 months of inactivity: the complete local familiarisation must be received once again (record cards + familiarisation practicals + communications practicals, if applicable). This familiarisation will focus on getting to know about possible changes or updates.

The need to renew the training will also be applicable to all employees who, even though their accreditation or permit is current, have gone for more than 3 months without working due to medical leave, leave of absence or other similar permission.

Cases of renewals with less than 3 months inactivity and personnel fulfilling the requirements for approval will be exempt from handing over the local familiarisation record.

Airport driving licences

Service scope

All people who habitually drive inside the Operational Security Aeronautical Area (ZASO) must have an airport driving permit, hereinafter, ADP.

The ADP is a personal and non-transferable document that identifies the holder, together with their airport identification and their Spanish ID card (DNI).

There are two kinds of ADP, depending on the airport zone in which the holder is authorised to drive and if they have use of the aeronautical frequencies, or not.

  • ADP: Permit to drive throughout the ZASO, except in the manoeuvring area and the areas where the use of aeronautical frequencies is required to drive around them.
  • ADP-COM: Permit to drive and use aeronautical frequencies throughout the ZASO, except the manoeuvring area.
  • ADP-AM: Permit to drive and use aeronautical frequencies throughout the ZASO.

All ADP holders must have airport accreditation that allows them access to the ZASO, a type B or higher driving licence and an aptitude certificate issued by the holder's operating company.

Furthermore, to obtain the ADP the AVSAF_C certificate issued a Training Organisation (OFA) approved by AESA, must be held and which proves the necessary knowledge about operational security and the Apron Security Regulations (ASR), as well as other know-how as decided by airport management.

Finally, before obtaining the ADP, the local familiarisation process for each case must have been passed, in accordance with the conditions shown in the next paragraph, which includes the following actions:

  • Receipt of the local familiarisation sheets and carrying out familiarisation practicals, depending on the areas access is requested for.
  • Communications practicals, in the case of the ADP-AM and ADP-COM.

A record must be delivered that proves having carried out local familiarisation in the cases specified in the “local familiarisation” section.

In the case of the ADP-COM, apart from the above, the holder must have passed the training needed to use aeronautical frequencies (COM course, or equivalent) and have received the relevant local familiarisation. In the case of the ADP-AM, the additional requirements consist of having passed the training needed to drive vehicles in the manoeuvring area and use aeronautical frequencies (CAM course, or equivalent) and have received the relevant local familiarisation.

Withdrawal of the airport accreditation that allows access to apron shall mean automatic cancellation of the ADP.

Each airport manages their ADPs and these are only valid in the airport where they are issued. Although the generic training is common to all airports on the network, the local training must be passed at each airport to obtain airport accreditation and an ADP.

Service applicants

Applications must be made by one sole representative of the airline, assistance or self-assistance agent, airport concession holder or services company installed in the airport, which shall accept responsibility for the accuracy of the data provided.

In the case of drivers who work for several companies, one application must be filed and a new ADP card issued to the driver for each one of the companies.

New and renewed ADP cards may be requested, as well as duplicates due to loss and any other modification of the ADP data.
